Slovenia to Modernise Cannabis Policy by End of 2024
Slovenia is set to overhaul its cannabis policy, with lawmakers expected to introduce significant reforms by the end of 2024. Dr. Metka Paragi, Slovenia’s Secretary for Health, made this announcement during the International Cannabis Business Conference held in Bled on September 13, 2024.
The reform aims to create a modern legal framework that would permit the use of hemp products for health and well-being purposes.
Referendums Supporting Cannabis Legalisation
This policy modernisation follows two consultative referendum results from June 2024. A majority of valid votes supported allowing cannabis cultivation and processing for medical purposes, and a separate majority supported cultivation and possession for limited personal use. These advisory votes expressed support for reform; they did not themselves change the law.
The current laws in Slovenia allow hemp product usage in medical contexts, but implementation has been restricted by numerous hurdles. Dr. Paragi emphasised the need for a modern approach, one that aligns with European standards, allowing citizens access to safe hemp products.

Public Support and Economic Benefits
The official results of the referendums held on 9 June 2024 show support for cannabis reform among those who cast valid votes. The medical cultivation and processing question received 66.71% support, while the question on cultivation and possession for limited personal use received 51.57%. The first question concerned medical purposes, rather than industrial production.
